Make it possible to disable the MSE altogether

Annoying feature that should have been made an option where the user could choose to decide if the settings should be decided according to the MSE or the "old" way - saving the recent autofeature settings on exit and read back in again when starting PC-DMIS.

This was added in v2019 R2 with a settings option (Under Edit | Preferences | Setup) called "Use Measurement Strategy Editor".

We missed linking this idea center item to the new feature, but I'll resolve this now as complete.
